The midpoint assessment (MPA) is a requirement of the State’s agreement with the Centers for Medicare & Medicaid Services, and included in the special terms and conditions (STCs). The purpose of the assessment is to:

examine and confirm demonstrated compliance with the STCs and approved protocols, and

assess implementation progress to determine a recommendation for project continuation, modification, corrective action, or discontinuation.
This report outlines the midpoint assessment methodology, summarizes statewide discoveries, ACH-specific evidence and findings, and documents regional experiences.
