December Board and Technical Council Activity Summary

Most of our councils took a break in December and BHT staff used that time to begin to prepare for 2020.

Board of Directors - 12/5

The BHT Board had a packed agenda for the last meeting of 2019. They made several key decisions regarding funding for BHT operating budget, as well as the following funding decision for projects and initiatives:

  • To reallocate $116,000 from Pathways Evaluation funds to support Pathways Spokane County Pilot. -AND-
    To allocate from Regional Infrastructure funds $119,000 to complete Pathways Spokane County Pilot by December 2020.

  • To allocate from Regional Infrastructure funds $50,000 Carve Out payments to five current MOU-ed Tribal Health Providers. -AND-

    To allocate from Regional Infrastructure funds $100,000 in staffing to support Tribal Health efforts; and up to $150,000 in technical assistance for joint care coordination efforts.

  • To reallocate $84,650 of 2019 Cohort investment to support 2020 Partnering Provider Capacity. - AND- To allocate from Regional Infrastructure funds $625,000 for 2020 Partnering Provider Capacity.

  • To allocate from FIMC funds up to $40,000 to support CDP Training for 10 rural Clinicians and 10 Spokane Clinicians with the requirement that they remain employed by the requesting agency for at least 12 months.

  • To allocate from Regional Infrastructure funds $75,750 of 2019 Community Voices investment.

  • To allocate from Regional Infrastructure funds $50,000 for each of the five Rural Health Collaboratives and $155,000 for Spokane Collaborative. -AND- To allocate from Regional Infrastructure funds $125,000 for Collaborative MOUs.

Additionally the Board approved the following 2020 ACH Technical Council chairs:

Waiver finance will resume in Q1 of 2020.

Community Voices Council - 12/17

Cindy Hogberg and Ashley Kleinjans from Community Health Plan of Washington presented to the council on how their organization helps patients with coordination needs, how patients access Community Health Plan of Washington services, and who is eligible for their services. Both presenters emphasized on their organization really looking to be more active and present within the Spokane community. Cindy and Ashley plan on giving their local phone numbers to CVC council members to assist them and their needs more directly.

Katie Ashmore from Spokane Alliance, Community Organizing presented to the council. Katie shared an experience she had where she did community organizing in St. Camillus & Northwest Park Apartments in Maryland to help the poor living conditions improve and become a healthy and safe place for all tenants. The Organizing Cycle is what she referred to when sharing her story. This cycle included Listen/Relate, Discern/Plan, Act/Negotiate, and Evaluate/Celebrate. Following Katie’s story, the council members were asked to reflect and think about issues happening in their neighborhoods/communities and how we can utilize the organizing cycle model to help make positive change happen.

Lastly Hadley Morrow picked up where she left off from last month regarding the Spokane Collaborative.

CVC members offered the following feedback and suggestions regarding Access to Behavioral Health Treatment.

  • Creating connections that prevent isolation and lead to depression and suicide.

  • Need to figure out how to get people to talk more in person about mental health so it loses that stigma that often gets placed on mental health.

  • Immigrants/refugees need destigmatizing work

  • Understanding that mental illness is not just an issue for impoverished people.

  • CVC members wanted my 1st aid training

  • 2 of 3 new CVC members have signed up to do the CHW training

Tribal Partners Leadership Council - CANCELLED

TPLC will resume as regularly scheduled in January.

Provider Champions Council

No meeting this month. The council meets quarterly with the next scheduled meeting in January.
